Job Description:
The Division of Child Welfare and Community Services (CWCS) is requesting support for the ASAP.Net system. Phase 1 was implemented statewide (excluding NYC). ASAP.Net is an n-tiered web based application using required tools and platforms such as NY.gov ID, Oracle database, role based security, securing confidential data, providing COGNOS reporting and Dashboard to assist in navigation and caseload management. The Adult Services Automation Project (ASAP) application maintenance and future enhancement phases require developer support.
The application was implemented in 2014 for the Bureau of Adult Services (BAS) to automate the intake and case management functions performed by Protective Services for Adult (PSA) caseworkers in New York State's local Departments of Social Services (LDSS). ASAP.net is the legal system of record for case management of Adult Protective Services cases. ASAP facilitates the delivery of services to impaired adults by providing caseworkers with instant access to current and historical client and program information. The application benefits OCFS with oversight of the Protective Services for Adults (PSA) program. ASAP provides the agency with current statistical and analytical information for reporting to legislative and executive staff. It also helps OCFS to better plan with other state agencies to meet the needs of an increasing number of vulnerable elderly and impaired adults.
In order to support CWCS, this Web Application Developer resource will maintain, enhance and improve the ASAP.net system to be consistent with ITS enterprise architecture, ITS Application Development and ITS database standards. Perform the following duties:
  • Analysis & requirements gathering
  • .net design and development
  • Oracle PL/SQL programming
  • Code building and deployment coordination with ITS
  • Writing test plans, Unit testing and coordinating with testers
  • System troubleshooting and maintenance
Duties include but are not limited to:
1. Work independently on requirements gathering, analysis, documenting logical design and functional design.
2. Perform complex VB.Net development and deployment.
3. Oracle PL/SQL programming.
4. Perform unit testing and correct all identified bugs.
5. System troubleshooting and maintenance.
6 Process Help Desk tickets and service requests.
7. Coordinate and assist Cognos team with report requests.
Candidates should have at least 84 months experience and a majority of the following should apply:

1. 84 months experience developing applications utilizing .Net 3.5 or above in an N-tier environment #of months 10
2. 84 months experience with PL/SQL writing packages, stored procedures and triggers in an Oracle environment. #of months 10
3. 84 months experience designing complex PL/SQL objects and relational database design. #of months 10
4. 72 months experience writing and developing Web Services or Windows Communication Foundation (WCF). #of months 10
5. 48 months packaging, coordinating and deploying code base through environments including production. #of months 10
6. 60 months experience working directly with customers to identify their business processes, rules, and application user requirements. #of months 10
7. 48 months experience utilizing JQuery. #of months 5
8. 36 months experience with Team Foundation Server. #of months 5
9. 48 months experience in writing test plans & cases and performing unit testing & leading UAT testing. #of months 5
10. Bachelor’s Degree or higher.   #of months 5
