Job Description:
 The Fraud Activity Comprehensive Tracking System (FACTS) is an electronic drawer, composed of numerous and varying databases and interfaces that permit efficient access to current and historical information on all audit and investigative activities involving Medicaid providers and/or recipients.  The application is web based and is accessible in real-time by over 1,200 users across the State in five state agencies (OMIG, DOH, AG (MFCU), OSC & CQC).   The FACTS system is comprised of over 30 related modules.  
 There are several maintenance activities that will be addressed including, but not limited to:  FACTS enhancements, PADS, Lean initiatives, Managed Care enhancements, CMS 64 reporting and audit sampling and provider inquiry projects.
Expertise as an Application middleware specialist including DB platforms to assist in installing, configuration, authentication protocols, security for in house as well as third party software including:
  • Monitoring
  • Tuning
  • Production Metrics
  • Problem Resolution
  • Release Management
  • Business Continuity Testing
  • Minor reporting and bug fixes
Design cross platform databases. Data Warehousing with OBIEE experience
Data migration tools knowledge
Designing systems with flexibility and re-usability to facilitate future change and expansion.
Creating the optimum technical solution in the context of the customers’ environment, requirements, and financial resources.
Serve as a functional Business Analysis for OMIG’s applications and projects.  The duties of this position include, but are not limited to, the following:
  • Perform business/systems analysis and design activities.
  • Meets with users to gather requirements and to evolve the project.
  • Develop and maintain design documents.
  • Perform various design activities, such as creating program specifications, use cases, work flow diagrams/structure charts and logical data models.
  • Review and recommend the selection of software to meet OMIG’s business needs.
 Maintain a thorough understanding of the OMIG’s IT environment to ensure adherence to standards and utilization of accepted practices for enterprise design.
Design, develop and implement ETLs from various data sources
Administering and automating File Transfers (FTPs)
Configuring a Web Servers
Managing applications on servers
Monitoring network traffic
Monitoring database and webserver server performance
Implementing database and web security-related events
Configuring Web Server Security
Delegating Site and Application Management
Design, develop and implement ETLs
Candidates should have at least 84 months experience and a majority of the following should apply:

1. 84 Months of Experience of System Development Life Cycle and requirements gathering, application design, coding and testing. #of months 15
2. 84 Months of Experience  in database design, data modeling, data hosting, data warehouse management, data integration and data analysis. #of months 15
3. 84 Months of Experience in a .net, Oracle and SQL Server environments , sql tuning, monitoring database; ensuring data integrity, security. #of months 15
4. 84 Months of Experience writing complex SQL against Oracle and SQL Server databases against Medicaid Data Warehouse claims. #of months 15
5. 60 Months of Experience  
Content Management Systems with an emphasis on Docushare.
#of months 10
6. 48 Months of Experience
Experience developing and supporting Medicaid Providers/Recipients Audits and Investigations-related case management software and modules for a federal or state agency, in a Microsoft .Net/C# platform and Oracle back-end environment.

7. Education/Certification  Computer Science Degree, MSCSD, Oracle and SQL Server certified DBA. #of months 5
