Job Description: 
To be compliant with both Nevada Revised Statue 179A.075 and the FBIs Uniform Crime Reporting (UCR) requirements, the Records, Communications and Compliance Division (RCCD) of the Department of Public Safety is actively working to transition Nevadas local law enforcement agencies and State program to the newer crime reporting system known as the National Incident Based Reporting System (NIBRS) program.

The Incident-Based Reporting (IBR) system is designed to collect specific information about each criminal offense that occurred in an incident. IBR expands on the original summary system by increasing the number of major crimes from 8 to over 50. The project scope will include deployment of an on-line crime statistics data repository and IBR module installation for two (2) of the three (3) pilot agencys Records Management Systems (RMS) software. The servers hosting the Spillman application will reach end of life in 2019 before the mandated 2021 deadline. RCCD will upgrade the State Spillman servers and software expanding the capacity of the State to bring more agencies into IBR reporting at a significant cost savings.


Consultant must perform all activities to the agreed upon project plan/schedule. Work must be completed according to the specifications and standards set by the State. The consultant must:

 Create and implement change management strategies and plans that maximize employee adoption and usage and minimize resistance to the rollout of the NIBRS methodology. The change management plan will provide the tools, techniques and a roadmap to manage the people side of the NIBRS transition to achieve support and buy-in from State agencies and leadership;

Work to drive faster adoption of NIBRS by Nevada Law Enforcement (LE) agencies and other government stakeholders by:

 Integrating change management activities into the project plan;

 Supporting change management at the agency and State level;

 Applying a structured change methodology and leading change management activities;

 Creating and executing a change management strategy;

 Identifying and managing anticipated resistance;

 Supporting NIBRS training efforts;

 Managing the portfolio and change load; and

 Providing direct support and coaching to frontline managers and supervisors as they help their direct reports through transitions.

 The capability to perform the functions described in Section 13, Scope of Work;

 A minimum of five (5) years of change management leadership in a relevant functional or technical field, experience and knowledge of change management principles, methodologies and tools. Demonstrated and proven ability/experience to include, but not be limited to the following areas:

 Experience with large\scale organizational change efforts;

 Change control and configuration management expertise;

 Ability to define and measure success metrics and monitor change progress;

 Effective people skills to include team building and leadership skills to coordinate between multiple agencies and project teams;

 Ability to clearly articulate messages to a variety of audiences;

 Exceptional communication skills C both written and verbal with the English language; and

 Can identify, analyze and prepare risk mitigation tactics.

 EXPERIENCE AND SKILLS DESIRED C listed in order of importance

 Bachelors Degree or equivalent combination of education and experience in a relevant discipline.

 Change management certification or designation desired; Prosci Certification is a plus.

 Strong problem solving and root cause identification skills.

 Government-related experience.

 Law enforcement records experience.
