Short Description:

Research, analyze, and understand related legislation for Workforce Innovation and Opportunity Act (WIOA), regulatory related information, and the ability to deliver policy and standard operating procedure documentation that is accurate and complete.
Complete Description:
  • Responsible for complex documentation of policy and standard operating procedures.
  • Use advanced best practice writing knowledge to write and maintain new/revised policy and standard operational procedures.  Knowledge includes adhering to writing standards and the ability to convert and organize narrative text into succinct process and procedures.
  • Use advanced best practices for guiding principles for creating, formatting, standardizing policies for WIOA.
  • Assess internal processes and make recommendations to streamline procedures to reduce risk.
  • Conduct complex problem and audience analysis, work with Subject Matter Experts to gather information, design, and write documentation.
  • Research, analyze and collaborate with other WIOA compliant states to leverage their current policies.
  • Manage review process including prioritizing, resolving discrepancies by analyzing, negotiating, and escalating as appropriate to finalize written policies.
  • Collaborates with project managers to define policy goals and standard operating procedures, design the appropriate change focused communications and identify the learning business process model and timing for implementations.
  • Understand complexity and impact to core partners, departments, one stops, workforce and customers.
  • Ensure documentation is in compliance with State of Iowa standards, established guidelines, and easily understood by the end-user.
  • Participate in project meetings to obtain a comprehensive understanding of the program deliverables; represent department and ensure deadlines are met for all deliverables.
  • Provide mentoring and training to less experienced staff.
  • Experience in governmental and policy writing experience Required 3 Years
  • Project management skills to coordinate information gathering for documentation Required 3 Years
  • Experience implementing new documentation Required 3 Years
  • Experience interpreting and documenting business processes Required 3 Years
  • Experience controlling, documenting and communicating changes pertaining to documentation Required 3 Years
  • Facilitation skills, including ability to facilitate decision-making & influence agreements w/ diverse, differing, and/or conflicting perspectives Highly desired
  • Content Management Systems experience Highly desired
  • Knowledge and understanding of process flow or procedure writing Highly desired
