Consultant must have:
  • The capability to perform the functions described in Section 13, Scope of Work;
  • Six (6) to eight (8) years' experience as a Geographical Information Systems (GIS) Analyst;
  • Five (5) years experience developing Environmental Systems Research Institute (Esri) Mobile applications using Collector and Survey 123;
  • Five (5) years experience with ArcGIS software, including data import/creation and publishing several maps to ArcGIS Online and public websites;
  • Five (5) years experience developing mobile inspection forms or other forms used with GIS for data collection;
  • Ability to convert CAD files to ArgGIS Online;
  • Ability to assemble datasets and develop maps, reports and visual presentations;
  • Ability to interpret and analyze data and compare to supporting documentation to ensure accuracy;
  • Ability to use internal research and create well documented work flows and processes;
  • Excellent written and verbal English communication skills; and Strong organizational skills and attention to detail.
Desired Skills:
  • Experience at Publisher level with Esri ArcGIS Online web-based applications, Story Maps, and Operations Dashboard.
  • Experience with Python Scripting and ArcPy.
  • Ability to cross-train staff on Esri GIS technology with skills desired.
  • Ability to restructure GIS data sets and databases for efficiency.
  • Experience with SQL Server and PostgreSQL database structure.
Consultant must perform all activities to the agreed upon project plan/schedule.  Work must be completed according to the specifications and standards set by the State.
Develop workflows and forms to perform field inspections,
investigations, planning and design work for staff both in the office and in the field using Esri technology;
Update and maintain Stormwater related databases;
Correct data;
Create additional data sets;
Create and update digital data layers;
Perform data analysis; and
Create corresponding maps.
Use GIS analysis tools and input from NDOT staff to rank watersheds,
projects, and other elements based on potential water quality impacts and prioritize inspection and maintenance activities;
Research, identify and assemble existing data sets and develop maps,
reports, and visual presentations;
Cross-train Stormwater staff on creation and use of Esri GIS
technology; and
Create tools to facilitate field staff and intern staff doing data
entry to populate databases and other information storage and retrieval systems.
Consultant must provide the following based on the agreed upon project plan/schedule.
Complete assignments as detailed in Scope of Work and as assigned,
by agreed upon due dates with little or no errors or programming/system issues; and
Weekly status reports to include, but not be limited to:
Overall completion status of the project in terms of the approved project plan and schedule;
Problems that were encountered and proposed/actual resolutions;
Issues that need to be addressed;
Accomplishments during the period; and
Activities to be accomplished during the next reporting period.
