Role Description: The DBA reports jointly to the director of the BSAS OSE as well as the IT Program Manager at the Bureau for Substance Addiction Services (BSAS) in Boston. This position will work closely with the BSAS Data Mart team and IT staff as well as BSAS OSE. The primary role is proactively identify, develop, and drive Data Mart strategies. The DBA is responsible for understanding the Bureaus data management goals and needs and how these relate to the existing and evolving Data Mart, while ensuring compliance with IT policies and procedures. The DBA will apply industry best practices and concepts to achieve Data Mart goals and aid in ensuring the completion of all project deliverables on time and budget while maintaining documentation in a centralized repository.
Duties of the Database Administrator;

evaluates, designs and manages database systems in a client/server mainframe or cloud environment and work with users to analyze requirements and define specifications for database access, structure, format, documentation, security, back-up and recovery.
Performs validation checks, maintains database dictionaries and coordinates the installation of new and revised database systems.
Manage application upgrades and migration activities
Report production and enhancement ensuring the timely generation and distribution of regular provider and population reports
Create and maintain written procedure manuals
Work with providers
Ad-hoc support where and when necessary
Partnering with DPH and MassHIWay IT staff

Thorough knowledge of relational database systems, structured query language (SQL), COGNOS, and a working knowledge of referential integrity, triggers and stored procedures.
Data and data based operational support including database/administration data management/configuration and internal (incorporation of new data channels) and external dataset integration
Regular Data refresh including modification to data tables.
Data quality initiatives embedded in the data and database operational support framework to address regular and intermittent data issues caused by inconsistencies in data presented to Data Mart.
Identify on-going problems, their impact analysis and resultant coding necessary to compensate for those issues; incomplete/inconsistent enrollment submission by programs as well as historical changes in assessment forms that do not align over time and other data consistency and completeness issues.
Ability to work towards reallocation of resources currently committed to data resolution to more business analytic efforts supporting OSE.

Working with software vendors and in a PMO environment
Working in a team environment and promote collaborative atmosphere
Bachelors degree in computer science, Computer Information Systems, Information management or related field or experience
5+ years experience in DBA role,
Experience n SDLC, Solution assessment and validation
Technical requirements/Specifications Development and Management
Possess strong understanding of database methodologies
Excellent ability to maintain customer satisfaction
