Job Description:
  • New York State views achieving the objectives of the Brady Handgun Violence Prevention Act and the National Instant Criminal Background Check System (NICS) Improvement Amendments Act as a fundamental step in protecting the safety of the citizens of our State and of the nation.
  • The NICS Improvement Amendments Act of 2007 (Pub. L. 110-180), codified at 34 U.S.C. §40912 (NIAA), was signed into law on January 8, 2008, in the wake of the April 2007 shooting tragedy at Virginia Tech. The Virginia Tech shooter was able to purchase firearms from a Federal Firearms Licensee (FFL) because information about his prohibiting mental health history was not available to the NICS, and the system was therefore unable to deny the transfer of the firearms used in the shootings. The NIAA seeks to address the gap in information available to NICS about such prohibiting mental health adjudications and commitments, and other prohibiting factors. Filling these information gaps will better enable the system to operate as intended to keep guns out of the hands of persons prohibited by federal or state law from receiving or possessing firearms. The automation of records also reduces delays for law-abiding persons to purchase firearms.
  • Through the NARIP and NCHIP grants, New York State continually improves the scope and accuracy of the records maintained and contributed to the NICS database. NYS recognizes that complete and accurate records are essential cornerstones in achieving the public safety goals of the Brady Act, in addition to protecting the rights of individuals lawfully purchasing a weapon. New York State's recent success, continued efforts and vision demonstrate our commitment to sustaining our partnership with NICS.
  • Background:
    The candidate will be expected to conduct analysis interviews with NYS Division of Criminal Justice Services to determine existing workflows and what is needed by the business to improve public safety. The candidate will also participate in technical discussions and will then gather and document business, functional and technical requirements as well as create mock screens and reports to be reviewed by the business. Once the requirements and report designs have been signed off by the users, the candidate will develop use cases for each business workflow. Use cases will be reviewed by a team; once the use cases are approved, the candidate will develop test cases/scripts in Quality Center and perform system testing using Quality Center. The candidate will also create a User Acceptance Test plan and coordinate User Acceptance testing. The candidate will also provide knowledge transfer to state staff. Collaboration with Information Technology Services staff and DCJS staff will be required. The candidate will be expected to participate in status review meetings and provide weekly reports. Excellent verbal and written communication skills are expected. Experience with Agile Scrum framework is desired but not required.

Daily Tasks include but are not limited to the following:

• Work with end users to review/analyze existing workflows, reports and documentation.
• Participate in business user and stakeholder meetings for requirements gathering sessions.
• Develop, write, and maintain comprehensive use cases which will also contain requirements. All documents will be done according to ITS standards.
• Analysis of what statistical reports will be needed, document the requirements and design the reports
• Participate in Data analysis for data mapping of the DCJS Missing Person system.
• Participate in the development and updating of Test cases/scripts utilizing Quality Center
• Execute tests and record results using Quality Center. This will also include recording and tracking of defects.
• Interact with ITS staff, business users and stakeholders as necessary to determine and implement functional and technical requirements
• Participate in status meetings and provide weekly reports.
• Provide knowledge transfer to state staff in order to implement and support the system.
• Work closely with the project manager and functional manager to ensure timely deliverables.

Skill Matrix:       
1. Minimum of 84 months experience eliciting/extracting detailed business requirements from customer/project stakeholders or system artifacts.   #of months 16
2. Minimum of 84 months experience in obtaining and writing business, user and functional requirements, use cases, process models, workflows, creating screen mock ups, report mock ups, and technical documents with attention to detail. #of months 16
3. Minimum of 60 months experience developing/maintaining test plans and detailed test cases, executing those tests, validating test results, and logging/tracking related defects.   #of months 16
4. Minimum of 24 months experience with automated testing or experience using HP Quality Center. #of months 16
5. Minimum of 24 months experience designing user interfaces using tools such as Balsamiq or equivalent. #of months 16
